Allotments — Funding Public School Units

The School Allotments Section develops and administers a system which calculates and distributes projected and actual State and Federal funding to the Local Education Agencies (LEAs), Independent Public Schools (IPSs - charter schools, lab schools, regional schools, and the ISD), and other education programs. School Allotments interprets State and Federal laws to ensure that formulas are developed in accordance with those laws. This section refines, changes, and develops new formulas and processes in a dynamic legislative environment. This section analyzes K-12 education financial data and sends findings to the General Assembly to be used in decision making that affects the funding of education in North Carolina.

Allotment Update - Funding in Arrears

Effective July 1, 2024, all public school units are funded on the Best 1 of 2 ADM from the prior fiscal year under the funding in arrears model required by legislation. Please see the Allotment Manuals below and the Report to the NC General Assembly for more information.
