Tab/Accordion Items

The Highlights is an annual report published each spring by Financial and Business Services. It presents charts and tables which describe how state and federal funds are distributed to North Carolina's Public Schools during that fiscal year.

For previous years, please see the Highlights folder of the SBS Archive.

This report has been moved to the SBS DART platform. It is compiled by survey each fall. It provides the number of students attending charter schools by district and region, as well as the change in enrollment from the previous year.

Student Accounting data has moved to SBS DART and the Statistical Profile.

Monthly Average Daily Membership (ADM)

ADM for each school month is reported in the Statistical Profile in the Part IV, Monthly Student Accounting section. Current and historical student accounting data from the Principal's Monthly report (PMR) can be downloaded in customized reports.

Best 1 of 2 ADM Report

The Best 1 of 2 Average Daily Membership (ADM) report and enrollment data have moved to the SBS Data Analysis and Reporting Tool (SBS DART). Use the ADM Dashboard in the Public Dashboards dropdown menu to see the report, historical comparisons, and other visualization tools.

The Best 1 of 2 ADM Report is used for state allotments under the Funding in Arrears model adopted by the SBE and General Assembly (S.L. 2023-134, Section 7.20). The Best 1 of 2 ADM Report compares a school’s ADM for Month 1R and Month 2 by grade level. It reports the higher ADM for each grade level and then is totaled by grade level across the PSU.

Using the tables below as an example, the Best 1 of 2 ADM is:

PMR 1R: Compare the value for the same grade level in PMR 2. The highest value for each grade is highlighted.
