Hurricane Helene - Capital Recovery Funds

The DPI Office of School Facilities administers the Hurricane Helene Capital Recovery Funds for the repair of storm-damaged Public School Facilities in accordance with Disaster Recovery Acts passed by the North Carolina General Assembly in the aftermath of Hurricane Helene.  School districts located in counties covered by the federal disaster declaration, and who experienced school facility damage caused by Hurricane Helene, may submit requests for Capital Recovery Funding under the following programs:

North Carolina Session Law 2024‐53 and Session Law 2025-26 appropriated disaster recovery funding “for repair and renovation of facilities in counties with a federal disaster declaration due to Hurricane Helene for local school administrative units and lab schools.  These funds are for unmet needs not covered by insurance or available federal aid.”

North Carolina Session Law 2025‐26, Section 2A.3.(a) appropriated additional disaster recovery funding of $8,000,000 to be disbursed "as a competitive grant program to public school units to repair public school infrastructure or buildings damaged by Hurricane Helene in the affected area.  To qualify for these funds, public school units must have been denied insurance coverage and federal aid for the infrastructure damaged prior to receipt of the funds.  Each grant awarded under this subdivision shall be no more than five hundred thousand dollars ($500,000).”
