Indicator 4 a/b

State Performance Plan/Annual Performance Report Indicator (SPP/APR) 4 measures:

  • A. The percent of districts that have a significant discrepancy in the rate of suspensions and expulsions of greater than 10 days in a school year for children with Individualized Education Programs (IEPs).
  • B. The percent of districts that have: (a) a significant discrepancy, by race or ethnicity, in the rate of suspensions and expulsions of greater than 10 days in a school year for children with IEPs; and (b) policies, procedures, or practices that contribute to the significant discrepancy and do not comply with requirements relating to the development and implementation of IEPs, the use of positive behavioral interventions and supports, and procedural safeguards.

North Carolina Significant Discrepancy Definition:

For Indicator 4, North Carolina's definition of "significant discrepancy" with regard to suspensions/expulsions for students with IEPs is greater than 2.5x the rate of suspensions/expulsions of students without IEPs and a threshold of > 5 SWD.
