Integrated Academic & Behavior Systems

North Carolina's Multi-Tiered System of Support

The IABS team supports the work of implementing and sustaining a Multi-Tiered System of Support (MTSS) framework through the lens of data, systems and practices for all students. The MTSS framework for districts and schools focuses on academics and behavior from Pre-K through 12th grade.  

NC MTSS Definition 

NC MTSS is a multi-tiered framework which promotes school improvement through engaging, research-based academic and behavioral practices as well as Social and Emotional Learning (SEL). NC MTSS employs a systems approach using data-driven problem-solving to maximize growth for all.

Vision

Every NC Pre K - 12 public education system implements and sustains all components of a multi-tiered system of support to ensure college, career, and community readiness for all students.

Mission

NC DPI will prepare and support LEAs to implement a multi-tiered system of support for total school improvement by providing professional development, coaching and technical assistance, research and evaluation, and communication and visibility that results in college, career, and community readiness for all students. 

Belief

We believe that NC MTSS is the most effective and efficient approach to improving district, school and student outcomes thereby ensuring a sound basic education for ALL.

IABS Strategic Plan 2020-23

The IABS Strategic Plan (2020-23) consists of goals and objectives to implement and sustain a multi-tiered system of support in North Carolina. The IABS strategic plan complements the goals and objectives of the NC State Board of Education Statewide Strategic Plan. Along with the state board goals, the IABS Strategic Plan is committed to implementing the State Board of Education’s guiding principles of equity and whole child.

Create and provide resources to ensure that every LEA has access to an effective data system to make decisions about core, supplemental, and intensive support
