Integrated Monitoring

Contact: Heather Cox, Section Chief for Integrated Monitoring

Integrated Monitoring

Integrated Monitoring is a comprehensive approach that combines Fiscal Monitoring and Program Monitoring to ensure that Exceptional Children (EC) services are both compliant with regulations and effectively supporting student outcomes. This approach provides a holistic review of how federal and state funds are used (Fiscal Monitoring) while also assessing the quality and implementation of special education programs (Program Monitoring).

Continuous Improvement and Focused Monitoring System (CIFMS)

Purpose: The Individuals with Disabilities Education Improvement Act (IDEA) and Article Nine of North Carolina state law require that the Department of Public Instruction monitor public school units (PSUs) on a regular basis to ensure compliance with state and federal laws, rules and regulations that govern the provision of special education and related services to children with disabilities. The purpose of this monitoring is to focus federal, state, and local resources on improved results for children with disabilities.

The Office of Exceptional Children is responsible for conducting all monitoring activities through the Continuous Improvement and Focused Monitoring System (CIFMS). Activities include:

  • Program Compliance Reviews
  • Targeted On-Site Monitoring
  • Focused Monitoring
  • PSU Program Assessments

Monitoring Consultants are divided regionally. For regions with high concentrations of PSUs, the monitoring consultants have divided the PSUs equitably with a lead monitor identified to ensure timely technical assistance. Monitoring consultants are available to:

  •  trouble-shoot compliance questions
  • assist with the documentation of supports and services in IEPs
  • help prepare for on-site visits
  • offer technical assistance for compliance indicators.

Fiscal Monitoring

Fiscal Monitoring services involves reviewing and ensuring that federal and state funds allocated for special education are used appropriately, effectively, and in compliance with legal and regulatory requirements. This process includes verifying expenditures, tracking budgets, assessing compliance with funding guidelines (such as IDEA Part B requirements), and ensuring that funds support eligible students and services. The goal is to promote financial accountability, prevent misuse of funds, and ensure that resources are used to enhance educational outcomes for students with disabilities.
