CIHS Info for Applicants LEAs interested in creating a Cooperative Innovative High School must apply in partnership with an Institution of Higher Education. Applicants must submit a letter of intent by the designated date and complete the CIHS application process. Applications are submitted to and reviewed by the Joint Advisory Committee (JAC) consisting of representatives from the NC DPI, the NC Community College System, UNC Governors Association and the NC Independent Universities and Colleges. The JAC will recommend qualified submissions to the State Board of Education and the local institution of higher education governing board for approval. Finally, the General Assembly will approve the opening of schools for the upcoming school year. Please find documents below to assist in the CIHS application process.
