NC Charter School Performance consists of the Performance Framework, NC Report Cards, Legislation, and State Board Policy.

The Performance Framework focuses on Goal 2.4 of the North Carolina State Board's Strategic Plan to "Increase the number of charter schools meeting academic, operational, and financial goals." In 2014-15, DPI's Office of Charter Schools (OCS) created the Annual Performance Framework to serve as the standard mechanism for reporting on progress toward achievement of these goals. The Framework provides a consolidated view of each charter school's performance relative to a list of academic, operational, and financial requirements. The academic elements of the Framework are all standard indicators provided by the State accountability system. The operational and financial elements of the Framework are all required by statute, State Board policy, or the Charter Agreement.

The Office of Charter Schools (OCS) must collect various documents annually from each charter school in order to review the school's operational compliance status and assemble the Operational Framework report for the school.

The NC School Report Cards offer a snapshot of some of the important information about individual schools. The School and District Report Cards are divided into five areas: the School/District Profile; School Performance; School Indicators; School Environment; and Personnel.

Legislation and State Board Policy provides statutes and policies for charter schools. These links provide clarity and guidance for specific ways charter schools are to operate in NC.

Performance: Performance Framework

On November 4, 2014 the North Carolina State Board of Education voted and approved an updated Strategic Plan. The State Board's vision is that "Every public school student will graduate ready for post-secondary education and work, prepared to be a globally engaged and productive citizen".

Measure 2.4.3 of the strategic plan is to measure the "Percentage of charter schools meeting or exceeding academic, financial, and operational goals as measured by the Office of Charter School's performance framework".

The NC Charter School Performance Framework reflects key areas of academics, finance, and operations performance.

The NC Charter School Performance Framework should be considered as a tool to track growth and improvement over time.

Performance: NC School Report Cards

North Carolina’s school report cards are an important resource for parents, educators, state leaders, researchers, and others, providing information about school- and district-level data in a number of areas. These include student performance and academic growth, school and student characteristics, and many other details.

Report cards are provided for all North Carolina public schools, including charter and alternative schools. North Carolina's School Report Cards are in an interactive, easy-to-navigate section. This user-friendly website addresses the need for quick reference on topics that are most important to parents and educators.

The analytic section was decommissioned on December 31, 2020, but all of the data from the School Report Cards for the previous five years is available in spreadsheet format on the Resources for Researchers page.

Under the federal Every Student Succeeds Act (ESSA), the 2017-18SY School Report Card includes the following:

  • EL Progress indicator

  • Long term goals

  • Grade 8th Math Exception configurations

    • Combined EOG/EOC scores

    • Separated EOG/EOC

  • School Performance Grades by subgroup

  • Subgroup reporting changes for several academic Indicators

  • ACT/ACT Workeys

  • Alternative School reporting adjusted to comply SBE directive

  • CSI/TSI Designations (including the reasons for any such designations)

  • Participation rate reporting

  • Chronic absenteeism by subgroup

  • School Safety by subgroup

  • Charter school demographics by subgroup

  • Preschool Enrollment by subgroup

  • Specialized Course Enrollment by subgroup

  • Preschool Enrollment by subgroup

  • School improvement plans

Additionally, the Report Card will include data for College Endorsements, KEA School Readiness, and Arts & Education.

Parents and others should note that the information in the School Report Card, while important, cannot tell you the entire story about a school. Other important factors — the extra hours put in by teachers preparing for class and grading assignments, the school spirit felt by families, the involvement in sports, arts, or other extracurriculars — are crucial aspects of a school community, but are not reflected on the Report Card.
