The North Carolina Department of Public Instruction (NCDPI) is making available proposed language updates to the 2016 Specific Learning Disability Addendum.  The proposed updates will be available for public review April 29 – May 29, 2020.  Comments will be accepted April 29 – May 29, 2020.

The North Carolina Department of Public Instruction (NCDPI) is seeking public comment on a March 23, 2020, submitted waiver from some of the requirements of the Every Student Succeeds Act (ESSA State Plan). As required under ESSA, the waiver must be made available to the public for review and comment for 30 days.

The North Carolina Department of Public Instruction (NCDPI) is making available its annual State Application for receiving grant award under Part B of the Individuals with Disabilities Education Act (IDEA) as amended in 2004. The proposed application will be available for public review March 9, 2020 – May 8, 2020. Comments will be accepted March 9, 2020 – April 8, 2020.

The grant program is aimed at developing innovative programs that will lead to more students graduating career and college ready.

The North Carolina Department of Public Instruction (NCDPI) is seeking public comment on its Performance Indicators for Perkins V. To comply with the Carl D. Perkins Career and Technical Act of 2019 Section 113 (b)(3)(B)(ii) and North Carolina General Statues (115C Article 10), public hearings on the state plan performance indicators for Career and Technical Education will be conducted for the purpose of providing opportunities for interested citizens to express their views on (a) the improvement of performance of all CTE concentrators, including subgroups of students, as described in section 1111(h)(1)(C)(ii) of the Elementary and Secondary Education Act of 1965, and special populations, as described in section 3(48); (b) these indicators support the needs of the local education and business community.

The North Carolina Department of Public Instruction (NCDPI) is seeking public comment on its Perkins V State Plan narrative. To comply with the Carl D. Perkins Career and Technical Act of 2019 Section 122 (a)(4) and North Carolina General Statues (115C Article 10), public hearings on the state plan for Career and Technical Education will be conducted for the purpose of providing opportunities for interested citizens to express their views on (a) the goals reflected in the state plan; (b) the program to be offered in the plan; (c) the allocation of responsibility for programs to be offered in the various levels of education and instruction; (d) the processes for transactions to fully comply with the Perkins Act of 2019 and the allocation of local, state, and federal resources to meet these goals.

The North Carolina Department of Public Instruction (NCDPI) Is seeking public comment on its application to the U.S. Department of Education for the Educational Flexibility (Ed-Flex) Program. This program, reauthorized by the Every Student Succeeds Act (ESSA), permits State Educational Agencies (SEAs) to waive certain requirements that may impede local efforts to reform and improve education systems.  With this flexibility, SEAs can waive select requirements of federal statute or regulations that apply to school districts and schools without first submitting those waivers to the Department.

The North Carolina Department of Public Instruction (NCDPI) Is seeking public comment on its request for a waiver (called a Late Liquidation waiver) to gain access to expired funds for use in the 21st Century Community Learning Centers (21st CCLC) rather than returning them to the federal government. The 21st CCLCs provide before and after school and summer programs for students in high poverty or low-performing schools.

Notice is hereby given that the North Carolina Department of Public Instruction (NCDPI) will request a waiver of section 421(b) of the General Education Provisions Act (GEPA) (the "Tydings Amendment") from the United States Department of Education as it affects the authority of the NCDPI and its sub-recipients to obligate fiscal year (FY) 2016 regular funds after September 30, 2018. Specifically, NCDPI is requesting that the authority to obligate funds for the State-administered Elementary and Secondary Education Act (ESEA) program listed below be extended to September 30, 2019.

All prospective operators for the North Carolina ISD must submit this Notice of Intent to Apply by 5 p.m. EST on August 11, 2017.

Educators, parents, students and other stakeholders of North Carolina’s public schools are invited to comment on the draft North Carolina Consolidated State Plan for the Every Student Succeeds Act (ESSA State Plan). While the ESSA State Plan has been available for public comment since the initial draft was posted on Sept. 29, 2016, the posting of the new draft on June 26 marks the official beginning of the public review and comment period.

The NC Department of Public Instruction Exceptional Children Division is accepting public comments on proposed changes to the North Carolina Extended Content Standards for English Language Arts (ELA).
