Therefore, any services or assistance provided through the EANS II program will be processed through a State procurement process. To maintain control over the EANS funds, NCDPI must ensure that the non-public school’s requested services or assistance are allowable expenses and that the NCDPI or another public agency retains title to materials, equipment, and property. The non-public school identified in Section A that receives services of assistance under the ARP EANS program will cooperate with any examination of records by making records available for inspection, production, and examination, and authorized individuals available for interview and examination, upon the request of (i) the U.S. Department of Education and/or its Inspector General; (ii) any other Federal agency, commission, or department in the lawful exercise of its jurisdiction and authority; (iii) any State agency, commission, or department in the lawful exercise of its jurisdiction and authority. This new program, called the Emergency Assistance for Nonpublic Schools (EANS) program, provides funding for services or assistance to eligible nonpublic schools to address educational disruptions caused by COVID-19. Who The EANS program is administered by the Office of the Governor, in conjunction with the NC Department of Instruction (DPI). This is not a grant program for nonpublic schools; the purpose of the EANS program is to provide nonpublic schools with funding for eligible services and assistance.
