A non-public school may apply to receive services or assistance from NCDPI or its contractors to address educational disruptions resulting from COVID-19 with EANS II funds if the school has a student population of 40% or higher low-income students for needs identified below:

 

  • Supplies to sanitize, disinfect, and clean school facilities
  • Personal Protective Equipment (PPE)
  • Improving ventilation systems, including windows or portable air purification systems
  • Training and professional development for staff on sanitization, the use of PPE, and minimizing the spread of infectious diseases
  • Physical barriers to facilitate social distancing
  • Other materials, supplies or equipment recommended by the CDC for reopening and operation of school facilities to effectively maintain health and safety
  • Expanding capacity to administer coronavirus testing to effectively monitor and suppress the virus
  • Educational technology
  • Redeveloping instructional plans for remote or hybrid learning or to address learning loss
  • Initiating and maintaining education and support services or assistance for remote or hybrid learning or to address learning loss

 

No services or assistance provided through the EANS II program may be processed through reimbursement, in accordance with Section 2002(b) of the American Rescue Plan Act.

Therefore, any services or assistance provided through the EANS II program will be processed through a State procurement process.

To maintain control over the EANS funds, NCDPI must ensure that the non-public school’s requested services or assistance are allowable expenses and that the NCDPI or another public agency retains title to materials, equipment, and property.

The non-public school identified in Section A that receives services of assistance under the ARP EANS program will cooperate with any examination of records by making records available for inspection, production, and examination, and authorized individuals available for interview and examination, upon the request of (i) the U.S. Department of Education and/or its Inspector General; (ii) any other Federal agency, commission, or department in the lawful exercise of its jurisdiction and authority; (iii) any State agency, commission, or department in the lawful exercise of its jurisdiction and authority.

EANS Reimbursement/Procurement Status Update 9/2/21

 

What 
The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) of 2021 established a program for nonpublic schools within the Governors Emergency Education Relief Fund (GEER II). This new program, called the Emergency Assistance for Nonpublic Schools (EANS) program, provides funding for services or assistance to eligible nonpublic schools to address educational disruptions caused by COVID-19.

Who 
The EANS program is administered by the Office of the Governor, in conjunction with the NC Department of Instruction (DPI). This is not a grant program for nonpublic schools; the purpose of the EANS program is to provide nonpublic schools with funding for eligible services and assistance. DPI retains control of funds and title to materials and equipment.

Eligible Services and Assistance
A nonpublic school may apply to receive services or assistance to address educational disruptions resulting from COVID-19 for:

  • Supplies to sanitize, disinfect, and clean school facilities
  • Personal Protective Equipment (PPE)
  • Improving ventilation systems, including windows or portable air purification systems
  • Training and professional development for staff on sanitation, the use of PPE, and minimizing the spread of infectious diseases
  • Physical barriers to facilitate social distancing
  • COVID-19 testing and tracing
  • Educational technology 
  • Redeveloping instructional plans for remote or hybrid learning or to address learning loss
  • Leasing sites or spaces to ensure social distancing
  • Reasonable transportation costs
  • Other materials, supplies, or equipment recommended by the CDC for reopening and operation of school facilities to effectively maintain health and safety
  • Initiating and maintaining education and support services or assistance for remote or hybrid learning or to address learning loss
  • Reimbursement for any services or assistance described above incurred on or after 3/13/20, except for: improvements to ventilation systems and windows (except for portable air purification systems), any expenses reimbursed through PPP, training and development on sanitation, use of PPE, and minimizing spread of COVID-19, development of instructional plans and curriculum development, initiating education and support services for remote or hybrid learning or to address earning loss.

EANS and the PPP Program
Schools may apply for EANS funding or the second round of the Small Business Administration’s Paycheck Protection Program (PPP) but not both. 

*Schools that received PPP loans under CARES ACT I, but have not requested a second loan under CRRSA Act are eligible for EANS funds.

Equipment and Supplies
DPI will retain ownership of equipment and supplies purchased with EANS funds for a nonpublic school. (Leasing of equipment encouraged.)
