The State Board of Education policy authorizes the Driver Education Section to create and maintain a statewide program manual that reflects current policies, practices, and program recommendations. The manual provides immediate standardized guidance for North Carolina’s 115 PSUs as they deliver the program to students enrolled in public, charter, private, home, and federal schools across the state. Because this manual is regularly updated, users should view its contents as fluid. In the event of any conflict, statute, administrative rule, or State Board policy supersedes the guidance in the manual.
