Public Comment on Proposed 2020-21 waiver from 95% Participation Consequences for High School Reading and Mathematics due to COVID-19 under the Elementary and Secondary Education Act (ESEA) of 1965

Notice is hereby given that the North Carolina Department of Public Instruction (NCDPI) will submit a waiver from the requirement under Sec. 1111(c)(4)(E), to calculate the academic achievement score of the accountability model under Sec. 1111(c)(4)(B)(i) based on 95% of students in a school when the actual percentage of students participating is less than 95%. This waiver applies to only the high school reading and mathematics assessments under Sec. 1111(b)(2)(B)(v)(I)(bb) where students were unable to participate in required tests in the 2020-21 school year. Since North Carolina uses a cohort model for participation in high school (reading at grade 10 and mathematics at grade 11), test participation from the 2020-21 school year will have a negative impact on the schools that were unable to assess at least 95% of students in the 2020-21 school year.
