The purpose of this COS training is to help preschool special education teams complete Child Outcome Summary ratings consistently, accurately, and defensibly by focusing on functional child outcomes, age anchoring, team decision making, and family engagement.
This training is designed for preschool special education staff and related service providers who participate in the Child Outcome Summary process. Participants should plan to attend all three sessions, as each session builds on the previous one.
- Session 1 (September, 15, 2026) focuses on the purpose of COS, the three child outcomes, and age anchoring.
- Session 2 (September, 22, 2026) focuses on functional skills across settings and situations, use of the COS decision tree, and consistent application of the 7 point rating scale.
- Session 3 (September, 29, 2026) focuses on engaging families as partners in COS conversations, using family friendly language, and strengthening team practices for high quality COS implementation.

- Explain the purpose and federal context of the COS process.
- Describe the three child outcomes and how they differ from developmental domains.

- Use the COS 7 point rating scale and decision tree to support team consensus.
- Engage families as partners in COS discussions.
- Identify practices that strengthen consistent and defensible COS ratings.
