Program Compliance

*Please note: The terms on this page may alternate between "English Learner" (EL) and "Multilingual Learner" (ML). As of March 21, 2022, NCDPI shifted to using "English Learner" for policy and legislation purposes and "Multilingual Learner" for all other purposes. See this letter for more details.

Language Instruction Educational Program (LIEP) Service Chart

All PSUs (LEAs and Charter schools) that have at least one identified English learner (EL) student on the annual EL Headcount must complete the LIEP Service Chart.

The purpose of the LIEP Service Chart is to represent the services provided to students identified as multilingual learners across all schools within a district. Each school is encouraged to have its own version of the district's LIEP Service Chart that represents its specific subset of services. 

The LIEP Service Chart is completed to provide stakeholders with relevant data for programming, scheduling, advocacy, and compliance.  

  • PSUs that receive Title III funding are required to submit the service chart with their grant application documents via CCIP. 
  • All charter schools are required to submit the service chart in Epicenter as part of the A5 EL Component of the Charter Schools' Performance Framework.

Note: Charter schools that are Title III subgrantees should upload the service chart to Epicenter after it has been approved by the Title III consultant in CCIP.

Title III Consortia

Under the Title III State Formula Grant Program, if an LEA/Charter does not have a sufficient number of limited English proficient students enrolled to qualify for a minimum PRC 104 subgrant of $10,000 under Section 3114(a), it may – to be part of an eligible entity that meets this minimum – apply for a subgrant jointly in consortia with other LEAs/Charters. Title III Subgrantees

Title III Subgrantee PSUs (LEAs and Charter Schools)

Title III Subgrantees are PSUs that qualify for PRC 104 EL funding*. These PSUs complete the LIEP service chart as part of the Title III application process for PRC 104 via the CCIP tool. Charter schools that are Title III subgrantees should submit their approved LIEP to Epicenter as part of the Office of Charter Schools Performance Framework. 

Submissions are in late spring with more information coming from FPMS about specifics at that time.

*This is not for PRC 111 Immigrant funding.

Title III PRC 104 Subgrantee Directions

In a continued effort to strengthen Title III technical assistance this year for PRC 104, PSUs will have the LIEP reviewed and approved prior to uploading the LIEP into the consolidated application within CCIP.

LIEP service chart instructions  (For PSUs)

  1. Read the guidance document
  2. Review the sample chart
  3. Complete the LIEP service plan chart using the template If needed, use this Rubric to help you complete the LIEP.
  4. Fill out the requested information and submit a pdf or doc file using the LIEP Submission Form.

DUE DATE: The LIEP Service Plan Chart must be submitted on or before May 31, 2022. The LIEP Service Plan Chart will have to be submitted and approved prior to including it in the consolidated application within CCIP. ​​​​​​​

Non-Title III Subgrantees

Non-Title III Subgrantee PSUs (LEAs and Charter Schools)

All PSUs (LEAs and Charter schools) that have at least one identified multilingual student on the annual EL Headcount must complete a basic Language Instruction Educational Program (LIEP) Service Chart.

  3. Complete the LIEP service chart using the template (bit.ly/nonTitleIII-LIEPtemplate). -If your school modifies the template, make sure to include the contact information section.
  4. Submission- LEAs: via email to ESLTitleIII@dpi.nc.gov and Charter Schools: via Epicenter.
